No it's not. If you use Airbnb then you can turn it off in there and double check diary before accepting an enquiry. If you are a bigger business you can look into a Channel manager
To check your setup Open Rates & Availability, Calendar - use List view. Dates should be in Green if available. If not look at if Open/Closed, rooms available, Rates set. You can use a Bulk edit to update if needed. If you are new have you received your validation code.

I am pretty sure they shouldn't be able to. If you have then contact the booking.com help team and let them know and ask for it to be removed.
