1) include in house rules that electricity is on Fair Usage monitoring. I guess myself what does it mean ? but after reading this kind of words guests started to behave
2) remind anywhere I can and as many times as I write in this forum ? I keep sending them messages before and during their stay.
Some guests when check out write me a message that they behaved very well...turned aircon when left... ?
Is there anything else I can do?

Good question! If they will see, that you intentionally don't pay their commission they will block you and you will lose business with them. So, don't be loose with their money ?
Booking doesn't collect any extra payments and security deposit. You add in writing to your Profile any information about your extra charges. So, the guests will see it Before the booking (many will "not see").
Then inform the guests about extra charges in welcome note right after the booking. Anyway they are free to cancel, if they are not comfortable with them.
Make the guests sign House rules or Aknowledgement upon arrival, where they will agree to your rules on everything, including extra charges, security deposit, penalties for loss keys, etc
Collect by bank transfer, PayPal, cash or whatever works in your country. I suggest you check with hotels in your country or other similar properties like yours how do they deal with extra charges. There is no harm in asking ?

When Booking sends marketing emails to everyone I could somehow understand that their marketing team is lazy to address to the name of the partner though it takes 1 minute to change settings of the email.
But when you address me personally on particular topic I am getting confused why would you say "partners like you". So, you want to reward other partners, not me. I don't know how can I help you...by making wow wow to partner X?

There is a Strategy that Booking uses and mostly it's against Airbnb. For that reason they don't improve the Review system.
The game of Booking is like this:
I am the guest, I am VIP. Treat me as royal guest and I expect 10 stars hotel from you and I don't know who is the host:)

Let's put nice reviews for everyone, let's not say the truth. Because everyone is scared to leave the bad review.
So, both systems are not Fair.
And as additional bonus Booking proposes bad reviews in exchange for higher income for the host. Also relationship between the host and the guest is distant, it might be a benefit for some people that don't like to be close.
Booking was ahead of Airbnb last year. But this year Airbnb is taking over, though you should consider what site is more popular in your country.
And do you know the case of Italian guy, who made his living for selling his reviews on TripAdvisor? Even now we have a 5 star hotel in my area, that has many fake reviews on TripAdvisor and... 1(!) on Booking...
You have to MARK yourself no show. Or else Booking will presume that the guest stayed and will ask you to pay commission
