I still beleive that this situation is more ilegal then legal specially if doing so without your approval. I think it is your right to decline such preactice at your place and tell the guest that your place is ment for "travel" guests ONLY.
Did you set up monthly rate as a new rate plan or based on your current (Standard) rate plan?
"The monthly rate plan you're creating will be a discounted version of Standard Rate. This means that it will be automatically open for bookings on the same dates as Standard Rate. To adjust your availability: review and activate your monthly rate plan here, then make changes in your Calendar."
I think you should double check in the calendar if everything is OK (minimum stay).
The only promotion that we use is Genius discount 10% + 5% and Preffered program 3%.
Perhaps to consider is also Genius dynamic pricing: "The minimum discount is set to 0%. This means that BDC may remove discounts when you’re likely to reach your occupancy targets."

If you have a "bank account" such as Payoneer, N-26, Revolut ect.. this won't go through. You'll need at least a local bank.
Did you try to check your property on Booking.com for these dates to see which rate is shown to you?
It's about 10% lower rate so it is most likely you have an active promotion such as Genius discount or Mobile rate?
I highly doubt that there is a glitch, but you never know..
Again check your rate plans, oportunities and calendar.. Perhpas you have set monthly rate and a minimum stay for just a particular date.
If you ask me, the guest should ask for your approval to conduct such business at your place. Unless you promoted your property as such.
