Can I accept Dutch travelers in my Belgian holiday house?
4 people booked my apartment before the corona-crisis. 3 of them are Belgian, one is Dutch. I know that there is no longer the force majeur for the Belgians, but what about the Dutch guest (with Belgian nationality)?
They want to stay together and are requesting if they cancel for free taking into account the force majeur...

At the end of the day its entirely up to you.
The only thing I would say is as long as there is nothing to stop them coming or leaving the airport to get to you, then you are fine.
Some may look at this as - "Its not my problem if they book, arrive at airport and get sent back".
Since they would be staying together any way,
I dont see an issue with that, in fact that depending on accommodation type would make things simpler for you.

If you mean how should you handle cancelling the reservation, then I'd first other change of dates ; then credit voucher for direct booking only up to x months.
If they ask to refund, I would say only up to 50% or you keep cost of first night and refund the difference. Entirely at your discretion.
When they did not book a package deal they dont have any right to a refund on a non refundable rate or your normal rate and only your own policies , Terms & Conditions apply, not BdC T&C.
