My Guest Checked Out 2 1/2 hours late. Completely disrupting check in for the next guest

Now my next guest won't have her room ready in time. What are my options for the late check out guest.  Can I charge them a fee? Susan

To help prevent late check-outs, I have large clocks in each guest bedroom and in the guests' TV lounge.

 

The clocks remind guests of our 11 a.m. check-out time.

 

I don't think you can charge these guests a late-fee.  But you can tell them, you will give them a negative guest review for other Booking,com hosts to read.
