No answer for this other than you will have to chase him for the payment yourself. Maybe next time you could charge a deposit for the safe keys.

I collect a damage deposit with payments just for this reason. When keys are not returned, damages above normal wear and tear etc. I keep the portion required to replace damaged or stolen items and return the rest of their deposit after housekeeping advises me that it's good to go.

Sounds like there isn't a credit card number on file to charge for the missing/lost keys. For future bookings maybe at check-in have all guests sign a clause on their registration card that if they don't return the keys to the safe (or room) they will automatically be charge a replace cost.
