We don't pay for guest's cancel on reservation.
Not exactly sure what this is from your post but it looks like you turned down the guest booking to me - what exactly happened? Also you are posting to a partner forum here and not the booking.com customer support helpline in case you are expecting some compensation.
Looks like he got overbooked. The penalty is commission amount + additional relocation costs if any.
