Csncellation and reviews

We have shortnoticed cancellations free of charge requests from guests. They have already booked a room to a new date. Cause they somehow descide to come 3 weeks later suddenly. And guests which shorten their trip on location and want to have their money back.So we have to give cancellation for free, even our rooms not filling otherwise they give us a bad review. So what is the use of cancellation policies than? If yu are depend on guests reviews and for only one 7 score you need about three or four 10scores to compensate. There is something wrong anyway in the calculation! Guestreviews have TOO MUCH POWER. They have so much power that we cannot stick to our policies. Maybe somebody has similar experiences...
