Why I cannot add a new property

I have  this problem, I want to add a new property, I do all recommended steps but eventually I get back to square one. The Intranet website doesn't allow me to do so and doesn't give any explanation. Any idea?

If its a technical issue it would be best to contact the Help team at Booking.com.  You can do this from the Mail icon in Extranet.
