Cancellation policy

Hi guys. Just a question about cancellation policy. On the rate plans I have set my cancellation policy as non-refundable as I want to have a strict policy and want to make all bookings non-refundable. Is this possible as when I set up a new property it seems to say that the strictest you can make it is that the guests can cancel up to 30 days before and will get refunded - is this true, even if I have set the rate plan to be non-refundable?

I set mine for 60 days before.  But was in fact told that no guest can cancel at any time without losing the full payment.
