Rules different countries

Hi!

I live in Sweden. My husband has an apartment in Bolivia (his native country). We want to put the apartment up for renting but we will publish the ad from Sweden and my husband's mother and sister are the ones that will help the guests in Bolivia. I can't find any way to contact Booking.com, which I think is really bad, but does any one here know if it's allowed to make an ad if you're not the one that will help the guests? Or does any one know how I can contact Booking? Don't they have an email address?  

I'm also not sure whether Iwe'd pay tax in Bolivia where the aprtment is or here in Sweden because we live here.
