Does anyone know if Booking.com offer any kind of incentive to recommend another property owner to let their rooms through them?

Yes there is a partner referral programme and full details available in the online help:

https://partner.booking.com/en-gb/help/growing-your-business/all-you-need-know-about-partner-referral-programme

However you will note that "Due to the current situation related to COVID-19 (Coronavirus), we are temporarily pausing our Partner Referral programme. If partners have any in-progress or successful referrals, they can still continue to view the status of their reward."

And so my next question would be 'Does anyone know when the 'Partner Referral' program will be resuming?

No, I am afraid not as a partner like you and not privy to any more news other than what is publicly available. You might want to drop a line to the partner support desk via the portal.
