Personalized promotion for MOD personnel how to set up
I want to set up a permanent discount for MOD personnel and can not find a tool to actually do so just the standard promotions booking.com offers

If thats what I think it is , then no option to do so.
But If you put a note about it in Fine Print and the first auto message you might be able to offer them a cashback option for example on arrival or departure.
