Accessing Credit card details of the guest.

Hi , I am unable to access credit card details of my guests before or after their departure. It has a message that says I 'don't have permission to access their credit card details'. I have had guests that have not been charged, I thought Booking.com was taking the booking money from them because I couldn't access their cards but Booking.com didn't take payment. See below I don't have permission is displayed on my page in red!

Is there anyone you can actually ring to help and talk you through this?
