Blocking customers

How can I prevent a certain Customer to keep making reservations with us with a Visa debit card (not chargeable without card being at point of transaction) and then cancelling last minute? We keep losing business because of this person.

if they had a previous booking, click report guest then only tick Block guest. and submit
