We are coming out of lockdown on Monday 9th Nov, I was just wondering will booking.com man who is allowed to stay at my property , only people living in Wales at this time?

Theres no such limit, its entirely up to you.
People can still come stay, if you have processes and procedures in place to:
Wash hands, keep distance, etc
li9ke providing list of online delivery food services for cooked food, and grocery shopping deliveries.
Once guests know they will not be getting meals cooked for them, and have access to towels, and cleaning sprays etc...
Then just go for it. Be Smart about it, and you can just get on with it.
