cancelling guests we are not happy about
We are relatively new to Booking.com and never liked the idea of not being able to write a property description for the guest unit we rent out in our home. We cannot ask guests for the reason for their visit and that is very important as we want to ensure that the guest will be happy with their stay/ As example, if they wants shops and restaurants they will be unhappy but if they enjoy hiking in remote scenic areas, they will be delighted. We have been on Airbnb for over 5 years and have learned red flags, one of which is guests that live locally. The most common reason is that they want to party, with the other being that they just got evicted.
We just received a booking from a local person and credit card number was provided but no code, so that is useless.. Because of the red flag re locals I did a check and found that a person of that name in the same area had lots of evictions and resulting judgements along with a criminal record relating to drugs and theft. Of course this could be a different person with same name. I have responded to guest asking for the name of the other guest and if it matches a co defendant in one of the court cases, I will know if it is same person.
Is there a way I can cancel them without incurring a penalty as I realized I am being discriminatory but it is our home and we do not want those type of people in it. If not we are defiunitely through with Booking.com

Hi Philip,
I used to be an Airbnb Host and I understand where you're coming from. Booking.com's platform is not for everyone, but it's evolving and there are more and more Hosts who enjoy the platform. It's just like how Airbnb is not suitable for Hotels.
Ultimately, you'll figure out which platform(s) are best for you. For a starter, give this link a read to understand how to deal with reservations.
Cheers.
