How to create a "Free Upgrade" tag

Hi,

We want to create a "Free Upgrade" tag. Is it possible to do that? Unfortunately I couldn't do it from "promotions" part.

I would be greateful If you can help me.

Where have you seen this is a feature?

such tags are not partner created and instead based upon what you have enabled instead.
