Non Refundable bookings and Coronavirus

what the position for a guest who made a booking to stay in June 2020 and it was a non refundable booking, Is he entitled to a refund even though they were invited to suggest alternative date(s) but they don't want to accept another date ?

Hi Hal O' The Wynd Guest House

In general the Force Circumstances on Non refundable rates is no longer enforced by BdC.

However if it is you initiating the cancel, then it should be a full refund.

If its is the guest then the right thing to do is refund up to 50%, or only charge for first night and refund rest.

So who started the cancelation? When was the booking actually made?
