Have you tried contacting guest and asking them to cancel?  Booking.com will charge you a relocation fee. 

You have posted this on the partner forum so we cannot help with this.  Contact booking.com help team using Inbox icon on Extranet or give them a call see link for local phone numbers.

the process I follow is

  1. message the guest of the cancellation and refund is about to be started, and once they get the next email notification they must click on agree to start the refund process    
  2. Now click on Request Cancel, and choose option2, wait for them to comply, then chase if needed.
