hello, i would like to know how to manage a reservation; i would like to set up the option that a potential guest can make a reservation for the same day only if the guest book before 12,00. is that possible?

Yes under calendar list view , when you expand out room type> rate plan > restrictions
you see extended fields, one of them is Max Advanced Reservation
while its value defaults to days, you can leverage it as hours by placing a 'h' after the numeric value.
as the world uses 24hour time in this industry , when you say 12:00 are you referring to 12 noon and not 00:00 midnight ?
