Important change per 21 July 2020: (1) The situation with regards to the Coronavirus continues to evolve around the world, with travel restrictions affecting our customers and partners now often being applied on a regional, subregional, or city level. As described on 6 April 2020 (please see below), Force Majeure will only be applied for bookings made prior to that date. There may still be a number of reservations made prior to 6 April 2020 where Force Majeure can apply, however, with time, the number of potentially impacted reservations will continue to decrease. (2) To ensure we continue to support our customers and partners in the best way possible and adapt to the current situation where restrictions are much more regional than before, we have changed our procedure for handling some of these reservations that are potentially affected by Force Majeure. (3) For some major locations across the world, we will continue to specify information related to the applicable Force Majeure conditions in this article. (4) All inquiries for impacted reservations that are not mentioned in this article will be handled by our Customer Service agents on a case-by-case basis, in line with our criteria for declaring Force Majeure as described under 1. Conditions of Force Majeure/Forced Circumstances.

Important change per 6 April 2020: By now, we can expect that our mutual customers are aware of the risk of further Coronavirus spread, and as such the risk they are taking when making new reservations, particularly Non-Refundable and Partially Refundable bookings. Therefore for all new reservations made as of 6 April 2020, we will no longer apply Force Majeure conditions for guests seeking to cancel or modify their booking due to the current Coronavirus. These reservations will be treated like any standard booking, according to our policies and procedures. For more information, click here.

1. Conditions of Force Majeure/Forced Circumstances

The safety of our partners and guests is of utmost importance. As a result of the official travel advice received from Government organisations about the Coronavirus (COVID-19), guests are unable to travel to or stay at accommodations located in areas that are severely affected.

In addition, travel restrictions are placed on travellers who have recently been in areas severely affected by the Coronavirus (in most cases, within the last 14 days). These restrictions can include bans on entry, mandatory quarantine on arrival, or the suspension of on-arrival visas.

As a result, to protect the health of our partners and guests in regard to Coronavirus, we have declared Force Majeure/Forced Circumstances (FM).

In addition to the below-mentioned countries or regions, FM also covers individual cases where restrictions make it impossible, illegal or prevent guests from travelling to or staying at the accommodation (in accordance with the applicable General Delivery Terms).

For reservations under FM we expect partners to respect the inability of guests to stay as intended. We ask that you, to the satisfaction of the guest, arrange 

     A) new dates for a future stay through Booking.com (different rates may apply), or

     B) a voucher issued by the property for a future stay, for the value paid by the guest or a higher amount at your discretion, or

     C) a full refund of any prepayment/deposit.

In cases where the reservation is cancelled all commission will be waived.  


2. Reservations where Force Majeure (FM) conditions apply

Please note that FM policies apply only to cancellations made after the introduction of the relevant travel restrictions. 

FM conditions also apply in countries or regions other than those mentioned explicitly below, for instance (but not limited to) in some/certain/specific situations where reservations are:

  • by travellers who have been to an area affected by coronavirus and are prevented from travelling as a result
  • by travellers who have been banned from entering the location they intended to travel to
  • by travellers who face suspension of on-arrival visas
  • made at properties who have closed their doors, either by their own choice or through regulatory requirement. Please note the property has the responsibility to inform impacted guests and ensure they are fully refunded for any cancelled stay

Oceania

Australia:

(1) All reservations made for properties in Australia by travellers from outside Australia with a check-in date between 20 March 2020 and 5 November 2020 (including).

Travellers from New Zealand are excluded from the Force Majeure conditions from 16 October 2020 onwards.

(2) All reservations made by travellers from Australia for properties outside Australia with a check-in date between 25 March 2020 and 5 November 2020 (including).

(3) Domestic travel for specific regions is included in the Force Majeure conditions between 24 March 2020 and 12 November 2020.

New Zealand:

Current Force Majeure conditions:

(1) All reservations made for properties in New Zealand with a check-in date between 19 March 2020 and 12 November 2020 (including).

(2) Domestic travel is excluded from the Force Majeure conditions from 14 May 2020 onwards.

Past Force Majeure conditions:

(1) All reservations made by travellers from New Zealand with a check-in date between 19 March 2020 and 10 June 2020 (including).

(2) Domestic travel in New Zealand is included in the Force Majeure conditions between 26 March 2020 and 13 May 2020 (including).

(3) All reservations made for properties in or by travellers from Auckland Region between 12 August 2020 and 30 August 2020 (including).


Asia 

Indonesia:

Current Force Majeure conditions:

(1) All reservations made for properties in Indonesia with a check-in date between 2 April 2020 and 31 October 2020 (including). Domestic travel is excluded from the Force Majeure conditions.

Past Force Majeure conditions:

Europe, Middle East and Africa

Entry into the European Union and Schengen Zone:

Current Force Majeure conditions:

As of 1 July 2020, the EU Commission has recommended to EU Member States to lift travel restrictions at the external borders for residents of certain countries. EU Member States are not obliged to follow this recommendation and have potentially applied deviating Force Majeure conditions on a country, (sub)regional or city level.

Past Force Majeure conditions:

All reservations made for properties within the European Union and all 26 Schengen Member States *) by travellers from outside this area (worldwide except UK and Ireland) with a check-in between 20 March 2020 and 13 April 2020, unless the purpose of travel is for specified purposes.

Austria:

Current Force Majeure conditions:

(1) All reservations made for properties in Austria by travellers from certain countries, with a check-in date between 14 July  2020 and 9 November 2020 (including). Domestic travel is excluded from Force Majeure conditions.

(2) Business travel is excluded from the Force Majeure conditions from 14 July 2020 onwards.

Properties have been made unbookable and Booking.com will reach out to guests scheduled to arrive in this period, to inform them they are unable to stay as planned and arrange a solution.

    Past Force Majeure conditions:

    Properties in Mexico have been made unbookable on Booking.com until 30 May 2020. Booking.com will reach out to guests scheduled to arrive in this period to inform them they are unable to stay as planned and arrange a solution.

    United States:

    (1) All reservations made for properties in the United States by travellers from all 26 Schengen countries, or travellers who have been in the Schengen area *) fourteen days before entering the US, with a check-in date between 13 March 2020 and 6 November 2020 (including).

    (2) All reservations made for properties in the United States by travellers from Ireland and the UK, or travellers who have been in these countries fourteen days before entering the US, with a check-in date between 16 March 2020 and 6 November 2020 (including).

    (3) All reservations made for properties in the United States by travellers from China, or travellers who have been in China fourteen days before entering the US, with a check-in date between 2 February 2020 and 6 November 2020 (including).

    (4) All reservations made for properties in the United States by travellers from Iran, or travellers who have been in Iran fourteen days before entering the US, with a check-in date between 2 March 2020 and 6 November 2020 (including).

    (6) American citizens, US permanent legal residents and their families are excluded from the travel bans. Domestic travel is excluded from the Force Majeure conditions.


    3. Date changes & cancellations process

    1. Guests may change the dates of their reservation via our website/app tools or via Customer Service where the new price is equal to or higher than that of the original reservation.

    2. If a guest wants to cancel a reservation via our website/app tools we will either connect that guest with you to arrange appropriate actions or we will involve Customer Service, depending on the payment model you use.

    3. If a guest reaches out to your property to request a rescheduling of their reservation, you can handle this request yourself. There is no need to refer guests to our Customer Service Centre. Information on how to handle these reservations can be found here.
