I can;'t see how this is possible, as it is your choice to decide if people pay in advance or not. If you agree to allow online payment, your booking will arrive with a big, bold and red "paid online".
To make things easier you can maybe request clients to give their credit card details. If the credit card detail is in the name of the client then you are sure that they have not paid already.

I re-did it this morning as follows :
Go to rates & availabilities, chose calendar.
Select "all rooms", set the time period concerned, and on the right hand side chose "list view"
For room 1, click on standard rate and further down will appear the settings you can adjust for this room. The last one down is "minimum advance reservation".
Otherwise go to Inbox and type your question in the help box, maybe you are on an extranet version different to the one we have here ?

You need first to determine how you want to get paid : you invoice the guests and receive payment directly from them, in this case Booking.com is only forwarding a reservation to you, and will send to you their invoice for commission at the end of each month.
Or you prefer Booking,com to charge the guests at the time of booking, In this case Booking,com will send to you the details of a virtual credit card which you will be able to charge I don't remember how many days before or after clients check in.
In the extranet go to Help, then type "online payments" for more details about this facility.
Hi, it's easy : just precise how much prior booking time you require in your reservation settings.
You can request 1, 2 or more days prior notice before being able to make a booking with your property.
Go to rates and availabilites, calendar, chose a room type, click edit occupancy pricing, and then minimum advance reservation.

I don't think anyone can declare your revenues in your place. Booking,com can only declare their revenue, ie their commission.
An easy way to solve the issue is to unsubscribe from online payments, so that you remain in charge of your invoices, therefore your declarations.
Personally as revenues I declare the actual sale, less the commission paid to Booking.com.
This is a real problem as the third party is using a personal guest name, there is no indication that the booker is a travel agent, nor that the actual clients have already paid their reservation or at what price. Our terms here are first night as down payment, balance upon check out.
How will clients feel if they are presented a bill for which they have already paid ?
What security do we have if the agent provides a virtual card number which has only been filled for the value of the first night, and / or for a one time transaction only ?
If the booker is a fraudulent third party, how do we claim our dues if the only thing we have is a personal name, true or fake ?
And finally since we are not allowed to reject any booking at all, does it mean that we have to expose ourselves to whoever has registered a guest name on booking.com, and therefore is entitled to book what they like according to the availability we have declared ?
This is a massive danger and a door opened to any kind of abuse !
