I am unaware of any facility at Booking.com that allows a transfer service to join directly.
I suggest you try connecting with both ends of your intended transfer network for those parties to sell your service. Some properties include transfers in their packages so you will get sales exposure that way and by local sales on demand.
In addition, many countries currently have VERY strict regulations on transfer services, whereby only approved transports can be used by approved hotels for international arrivals, airport-to-destination, transfers.
