Fake bookings SCAM and then fake INVOICING, friendly notice

One of your African offices is sending us constantly fake booking notices, nobody ever comes, actually, we haven't had a guest for 6 months. ITS COMPLETE BOGUS RESERVATIONS: THEN THEY SEND US INVOICES TO BE PAID: The whole thing is a scam. Any mail and complaint is going unanswered for like the whole year. What can we do? Should we go to the press?
