Nope, you can only add fees as additional mandatory fees on top of the rate via the 

Property Menu > Policies : Additional Fees

Set per stay after picking one label from the drop down list.

else you have to collect it your self on check in.

Alternatively add the optional fees into New Reservation Template,

Additional Fees V Optional (or adhoc) 

• Additional Fees  = always apply
• Optional (or ad-hoc) = only apply sometimes
