Guest not responding to document requirements for COVID-19 monitoring

Due to the COVID-19 Pandemic, certain documents are needed prior to guest stay. Non-submission of those requirements will prohibit them from staying in our place. This is explicitly stated prior to their booking. What can I do if the guest is not responding to my messages regarding the submission of those documents?

Here, we must receive all necessary documentation from the guest along with full payment, before we in turn issue a certificate we obtain from the authorities, it is needed byt the guest to obtain their COE and visa. To get that certificate we must guarantee to said authority we have received all as stated. The onus is on the hotel to be honest and follow the rules, punishment for not adhering to said rules is harsh!
