No they don't. Booking.com owes me for a booking (all my payments are handles by booking.com) BUT for some reason, I never got my payout, on the finance tab, I see I must charge the guests credit card, but I don't have the option to do that. Booking.com had a dozen excuses, most of their messages where repeats... Then 2 months later I got a invoice from booking.com saying I owe them money. ?
Booking.com must stick to hosts policies and not decide on day of payout to deduct a fee that the host "can" learn about and try and rectify.
Are you speaking on behalf of booking.com or as an individual. If you can't assist. Why answer. I asked you for their number.

I've been accepting bookings where payments are done through booking.com
Booking.com has paid me out a fraction of the agreed amount. when I want to raise my concern. I spend 2 weeks with no success after trying everything.

Yet they have audacity to take the commission and vat and extra, pay me out a fraction and THEN SEND ME AN INVOICE SAYING I OWE THEM????
IM SO TIRED OF EXPLAINING THIS TO AN AGENT SAYS THEY SORRY. BUT REALLY DONT CARE LESS. AND THEY CANT ASSIST.

I get what you are saying. Booking.com handles all my payments from guests. They where suppose to pay out a certain amount but was short by R1080 - I took it up with booking.com and they assured me that finance department will sort it out. NEVER DID!!! my last booking was for R490 a night. R79.90 was booking.com commission THEY ONLY PAYED OUT R132.50
I DONT GET ANYWHERE WITH THEM.
