I would propose Booking.com to adopt some small but significant improvements:
1) do not consider the lowest and the highest scores (as they used to do in the past)
2) allow hosts to review their guests (as Airbnb is actually doing)
3) the final score shall be automatically calculated based upon the scores given to "staff", "cleaning", etc.
4) revise guests' scoring process to make it clearer - each topic should be better explained to avoid quick / no scores (if a guest forgets to assign a score, this comes to zero and he/she will not amend it at all)
To be honest, since Booking.com has probably become the nr.1 player, they should feel the responsibility to ensure an extremely fair review process

Booking.com will take actions only against reviews containing "clear threats", with "written proofs": this clearly means "will never take actions at all"
Senza queste accortezze, specie ora che Booking sta diventando di fatto il player n.1 in assoluto, si è alla mercè di chi (non moltissimi, in verità, ma ci sono) non si fa scrupoli per diffamare il lavoro altrui
Io credo che Booking dovrebbe fare due cose:
1) innanzitutto consentire a chi ospite (come fa Airbnb) di recensire il cliente e poi fare un matching tra le due recensioni
2) individuare un meccanismo tipo quello di certe gare olimpioniche, in cui il giudizio migliore e il peggiore non vengono considerati, onde evitare che giudizi "troppo" benevoli o malevoli pesino sul ranking generale
Anche noi abbiamo avuto un caso simile: addirittura, da noi, il cliente ha contestato che il letto fosse "troppo stretto", nonostante abbia scelto la stanza, con le precise indicazioni di dimensioni del letto e con foto a corredo.
Come ci si può difendere da recensioni false??
