You're right but the problem is they didn't write a comment, just low scores so I can't reply to that.
EDIT: This is yet another problem with Booking.com reviews and how they handle them. You can offer an exceptional service at the lowest price in the entire market and someone can still purposely give you terrible score and they'd be 100% legit according to booking.com reviews terms.
The only way someone's review could be deleted is if they commented and wrote someone terribly inappropriate, duh. So as long as there's no bad words or no comment then you'll be stuck with low scores for years (3 years if I remember correct the age of reveiews).
