Why do booking.com keep booking 2 different guests in the rooms at the same time and charging me when I need to cancel?

I only have 3 rooms and have checked all these details but booking.com are somehow booking in separate guests into the same room overlapping dates or arriving at the same time.  If I cancel one I am told I am charged and responsible for finding other accommodation.   This is impossible as Cornwall is jammed with guests now and it's impossible.   I have no contact numbers to contact booking.com and despite them telling me they have tried to email and call I receive nothing. 

It us not fair that I am charged for this nor that I am left to deal with irate guests.  I am spending a my precious time is currently don't have in speaking to guests and phoning around trying to find alternative rooms
