I would like to reply but on this review there is no option to answer. Is it possible that guest can select the option without my reply.?

Guests cannot chose if they are willing to get an answer from their review, it is your right at all times to decide if you want to reply.
If the guest did leave a comment in addition to the score, the "Reply" button is there in the right section of your extranet.
