How does Booking.com enable me to collect cancellation fees if I don't take credit cards?

I set up my property on booking.com but we do not take credit cards.  Our policy is also to NOT waive fees on last minute cancellation of 14 days or less.  SO HOW DO I COLLECT ON THAT when a Guest cancels????  Seems booking.com has ether created a nasty hole for its hosts, or I really need your advice on how this works.  And even if I wanted to re-open our credit card merchant account and start paying fees, booking.com reservation page is not giving me access to the guests credit card info, even before the cancellation.  And I set it up to require the guest provide Credit card info.  Thoughts?  our properties are in Costa Rica but I manage from the US.
