There are two ways

Monthly view 

1. go to calendar monthly view 
2. select remaining days in february
3. on right pane you can toggle on/off rate plans , and set prices, and click restrictions.

List view  - Bulk Edit Tool

Pretty much very similiar , except its a vertical dialog to fill out.
