I do not think you can, I have a similar problem that goes live on Tuesday, due to trying an occupancy discount for a while. Someone has booked for one person, now wants to bring three people but refuses to communicate further or contact BDC to pay the additional fees.. As I see it the only workaround this that may work is to charge a security deposit that would cover and then refund accordingly but that must surely put people off.
