However, on my extranet when I navigate to 'Additional Fees & Charges' it only displays the option 'Do your guests pay a damage deposit' YES/NO. and there is no button or opportunity to actually add an additional fee. There is no other opportunity on our Policies tab to address this. However, I will access the Booking.com internal inbox as suggested.
I have searched my dashboard without effect. Conversations about this subject do not fit my particular problem, although I have ineffectively commented on another post as well.
To review: Booking.com seems to advise building the cleaning fee into the base price. The problem with this theory is that it artificially jacks up the base price in the preview ad for our hotel, and since our cleaning fee is per visit not per day, it also corrupts the cost to the visitor depending on how many days they chose to stay. I might be able to wrap my head around this and find an average rate that overcharges some people and undercharges others, but it doesn't address the fact that it deters visitors from selecting my hotel due to the increased base price.
THAT is not even my main problem since, my other booking platform DOES offer adding a cleaning fee(In this case a temporary covid cleaning fee), and my Booking.com prices are automatically mapped from my other booking platform.(locking me out from being able to adjust the price)
When I asked for direction, my other platform advises me that although my room prices are mapped, additional fees are not, and I need to add them back at the Booking.com side.
Since my prices are effectively 'locked' by the mapping process, I need Booking.com to provide me with a way to "add a fee". Otherwise I will have to cancel my listing on Booking.com until after the planet is vaccinated.

(in this case, it is actually a COVID cleaning surcharge, which we will drop when we beat this thing.) I do this because I don't want the cleaning fee to negatively affect the customer's view of the base price.
The price/room is mapped from my other platform, but not the covid fee. I have to add the fee directly on booking.com. However, you don't seem to have a place to add the fee, and there is no way to build it into the price, because the price is locked by the mapping from the other platform. This should not be this hard.
