I was with a friend who was submitting a Booking.com review for the hotel he had stayed. I just viewed what he was doing so it would give me an insight to how the guest submitted a review.
When it came to the overall review only digits 1 to 7 could be seen on his mobile device and it wasn't really clear that he had to scroll to see the digits 8 to 10.

We wish we could, this is Booking.com new review system.
Many disgruntled people on here but they won't listen.
This new system is an advantage to low scoring properties but detrimental to higher scoring properties as our scores are reducing.
You are not alone in your concerns as there are many other discussions regarding this subject.
I have contacted Booking.com and they no longer reply to messages on this subject, even though they promise to respond within one day.
I don't see Booking.com as a partner; as a partner's view in any other relationship would be discussed between both parties.
The only way forward if one side in the relationship is being ignored is separation.
